I have heard of people using a "cowboy stretcher" and the reviews seem good. I personally don't have any experience with it.
There may be a DIY version that wouldn't require the investment.

The waist of my 710 19oz stretched out to the presoak measurements. Nothing else did. If I were to buy the 25oz I probably wouldn’t buy a pair hoping it’ll fit by stretching it out unless I was going to use a waist stretcher.
This one from Amazon. But there are a few different brands on there which appear to work similarly, and wouldn't be surprised if they are manufactured by the same company, just branded differently.
Stretched my pair of Flat Heads from a waist of 28" to 32". Had quite a lot of faith in the waistband button, as you might imagine. Do it slowly and while the waistband is still damp. There is a link to "Customer Images", click on that and up comes a review with a description of how one guy did it. I follow this method.
The only thing that may save them that I cant think of is these
PRO TIP: LL waists are insanely tight. It's stupid. I use a waist stretcher to stretch out the mediums' waists.

It's worked on everything from LL. ABC pants, engineered warmth pants, two pairs of Surge pants. It's the best. Moisten up the waist and pop this bad boy into them for a day or two. It's the only way I can wear LL.

If the waist is the only part that is too small this can stretch the waist two to three inches if the buttons can withstand the pressure.
