I think it really depends on what you've been taught/done out of habit. I tend to receive easy high floaters with a volley, but if it's a hard driven floater or a top-spin serve, then I'll pass with my platform. Even so, 90% of the time, i'll pass with my platform just out of habit. If you want to control your forearm passes a bit more, practice passing angles, raise your shoulders up and squeeze your forearms together (you'll find they'll be a little closer if you do this vs. without hunching your shoulders up).
I'm pretty sure you can buy like 60 rolls of finger tape on amazon for like 15-20$ maybe?
