I am speaking from actual experience.
Mobile Workstation that my boss got for me that I mentioned ± $3,500

In terms of performance, all I can do is speak from experience having both the first laptop mentioned, and a custom PC with the same specs as that pre-built.
With the laptop that has an 8GB card, vs the desktop which has a 24GB Card, the differences in performance are substantially different despite having the same cost. If OP were to go with a 6GB 3060, then that would obviously be an even larger drop in performance. Render times are already about 2-3x longer on the Laptop, vs the desktop from my experience.
The Souped-up gaming laptop linked above has the option for a 16GB 3080. Point being is that they are all priced around the same range.
That pre-built costs $800 less than what the same rig cost me last January, so prices are going down. I did not say that they were back to MSRP prices, just dropping from the all-time high of price gouging.
If OP wants to go with a mobile 3060 that's below the standard path tracing requirements, then more power to them. They just may end up being disappointed in the long run.
