So... You're comparing the price of a physical version of a game, to a digital version of the same game? Because the digital version is the same exact price on the PlayStation store right now.
Physical version pricing is different. It always will be. And yes, a physical version of Dark Souls 3 is currently quite a bit cheaper than the digital version. I am not an economist, nor am I a games industry insider, so the reason for this is something that I really don't care about the answer for. But regardless, you are definitely comparing apples to oranges here.
It should also be noted that the developer/publisher (referred to by Valve as a "Partner", so I'll use that) of a game sets their prices on Steam. Including sale prices. Looking into Steam's Creator documentation shows that partners set their own discounts in all cases. Stating that Valve will reach out to the partner first for permission before a "curated discount" is set (Daily Deal, Weekend Deal, Midweek Madness, Free Weekends, and Holiday Events). However, a partner may launch a self-serve discount at any time, so long as they follow a set of rules outlined in the linked documentation. As for prices themselves, the first line in the pricing guide in the creator documentation is:

In other words, it's not Steam/Valve that's not changing the price. It's the publisher.

FYI- Amazon oversold their stock for the Day 1 Edition. It's listed as "currently unavailable" & is no longer available for purchase/pre-order. Some people over at r/darksouls3 are reporting that their pre-order delivery estimates have been delayed.
The standard edition of the game is still available for $47.99 with Prime. May be a bit of a gamble if you're intending to play on release day, given Amazon's inconstancy with shipping out certain games on time (including Bloodborne).

As for your cad argument, it's irrelevant. We're talking about generalities here. The gaming market in canada is obviously diddly squat compared to the USA, and since we're talking about generalities here, saying lol lol cad cad cad doesn't actually mean anything at all.
And the price differentials are the same. Prices are obviously different, but the actual savings of console vs PC are the same in the end.
