Salavageable, take your hose and put a strong spray on it (using your thumb might work but you need pressure). Blow the suckers off and be very thorough. Then use a strong insecticide soap like this one. and spray everywhere. Under the leaves, under the soil.
I agree that it's thrips. I highly recommend insecticidal products that contain spinosaid like Captain Jack's , for thrips. They can cause a lot of damage quickly and the adults do fly. The white mini rice-looking things on your leaves are the larvae.
Make sure you repeat treatments on this plant every few days for about a month to make sure you kill them. Check all other plants for thrips too
I don't think thrips live in the soil. They prefer your monsteras leaves. What area do you live in? I used Captain Jack's for my thrips infestation and it did wonders!
