Started picking on an edge to get it started then peeled slowly. Heat gun might have helped but did not use. There were parts I just could get and bought the wheel eraser thingy off amazon that did wonders.

I used up about half the wheel to do both sides. It seems to be made to remove pinstripes and decals but it did great on the dried out foam tape left behind on the car. Just don’t run it too long in one spot, you can eventually burn the paint.

You just gotta be careful, if you push to hard or stay on one spot too long you'll burn into the paint. Also, once you do this, you'll want to buff, polish, and re-wax the paint.

These work great but you need to be careful as you can burn your paint if you are to aggressive with it.

I’ve had this issue with vinyl. I recommend an eraser wheel just be gentle and it’ll come off with no issue to paint.

Get yourself an eraser wheel for a cordless drill like this:

This one comes with the arbor you need for the drill, then you can get just a replacement wheel for under 10 bucks when that one is worn out, but they can remove quite a bit before they need replacing. There are videos on YouTube if you want to see it in action

So over the last (2019) summer, I took a week off work and did a light cosmetic restoration to the car. This included pulling the bumpers, plastic trim on the doors and fenders, grille, mirrors, factory mudflaps, front "splitter", and rear "diffuser".
The bumpers, splitter, mudflaps, and mirrors were painted with matte black bumper paint bought at Napa. The same paint was used for the black areas around the side windows, which had faded to white in some regions. The fender/door trim and diffuser were painted with the same brand dark grey matte bumper paint. I chose the colors based on advertisements from the 1989 model year showing a car with my "mid blue" paint.
The black vinyl looked god awful. It was cracked in several (hundred) places and I removed it using a vinyl remover wheel drill attachment I bought on Amazon. It took 2 of the wheels (which act like big pencil erasers) to get the complete stripe off. I would strongly recommend not using a blade to remove the vinyl, as it took several hours with the wheel tool and using a blade would take even longer and is potentially dangerous for the paint. Do be careful if you use the wheel, as excessive pressure can burn through the paint.
You can see a "before" picture here. This was taken when the car was also bone stock and had different headlights, and is color corrected to hell and back so apologies there. It serves to illustrate how much the bumper and trim paint helped the car cosmetically. Aside from sway bars, easily the best mod I did to the car was this work.
I personally do not plan on replacing my vinyl strip, although to my understanding having the smaller rear window and vinyl decal combo is the giveaway that the car is a 1989 so I may cave at some point. You cannot tell the car originally had the strip unless you closely look at the paint, as it is 1% lighter where the strip was not. The other giveaway that it had the strip is on the pillar behind the rear doors, where the black meets the blue paint you can see a small bit of black paint that extends a centimeter farther than everything else, and was previously covered by the vinyl. Replacement strips can be bought from Auslander Volvo.
This thing works wonders.
