For "as warm as possible" I have a wood stove in my basement family room and live in shorts and a t-shirt all winter. It's a bit labor intensive but I highly recommend it. My whole house furnace very rarely even kicks on.
Or oil filled radiators.
We have a basement that gets cold in winter, and in summer due to the HVAC blasting into it. We had electric space heater things that blew hot air, which worked but would like to trip the breaker if anything else with a big draw got plugged into the circuit (vacuum)(and an 80s circuit system not geared for as much modern use).
We ended up getting a magnetic vent cover for the ac vent to stop as much cool air being blasted in, and two oil filled radiators, which do a nice job of keeping the place at a steady 70f.

Not that pricy and should be able to keep at least one room comfortably warm.

They’re great. I suggest putting one under your table saw if you can. Once you get all that cast iron warm, it will help maintain a steady temp.

Delonghi Oil Filled electric heaters are super safe, will save you energy & effective for heating a whole room, but not a whole apartment.
