I don't agree with that statement at all. If you examine Paul's teachings on Jesus' resurrection - keeping in mind the idea that not everything attributed to Paul was written by Paul, and understanding which books scholarship mostly agrees were written by Paul - you find that Paul always says things like "Jesus was raised by God." The use of the passive voice - consistently - is very much in keeping with a Jewish monotheistic view. I'd suggest reading James D.G. Dunn's "Did the First Christians Worship Jesus?: The New Testament Evidence" and maybe also "Paul Was Not a Christian: The Original Message of a Misunderstood Apostle" to examine this in more detail.
