They're super smart so they get bored and destructive easily (learned that one the hard way). One thing people recommended that I never did but I think is clever is that feeding bowl that makes dogs slow down and work on eating. Like this

I first bought that one you linked to. Cleaning it is a chore. He chewed on it early on out of frustration, and we knew we would eventually replace it as we didn't want nasty stuff growing in the teeth divots he made. It's super easy (even fun) to clean. :)
I'd start with feeding them in separate rooms, give the slower dog their food first, and the faster eating dog food second. You could also get a bowl that is designed to help slow the dog down while eating, like this.
If you need to put a dog in "time out" or be in their cage, make it a good time for them. Put a treat dispensing toy in there with them or whatever their favorite toy or bone is so they're distracted. Also ideally their cage is in a separate room where they can't focus on the other dog eating or other things they'll want to be a part of.
I had my feed dogs and make them work for all their meals... which I think everyone should do ;) BUT you can always do a few meals where you just toss a few pieces of kibble into the bowl at a time until you are out of food. And you can reward from you hand for eating them nicely with more food (or a higher value treat).
Also you could do a puzzle toy like others have said or a slow feeder.

There are a lot of ways to do this without fucking up your dog's teeth... (e.g. this $11 dog bowl designed to slow eating)
There are some really great slow feeder bowls and toys out there that slow them down for their food. My dog went from inhaling her food in 10 seconds from a normal bowl, to taking 2-3 minutes to eat it from a slow feeder bowl. Doesn’t seem like much difference but she’s used to almost choke herself on it before and now she actually chews!!
Border collies are so smart too so maybe some interactive versions could work too?

I guess it depends on what your goal is then for a puzzle toy. Is it to keep his interest, tire him out, or make him eat from a puzzle?
If you want to keep his interest, put better treats in it. I like to mix 1/2 kibble and 1/2 freeze dried raw food that's not rehydrated (like Stella and Chewys beef mixers)
If you're trying to tire him out, I would also put in pretty good food that makes him want to get at it. The Kong Wobbler is the easiest puzzle of the ones listed in the thread because the hole is so big. Put in like tiny sized pieces of treats so any movement will make good treats fall
If you're trying to make him eat from a food puzzle instead of a bowl, then eventually, when he's hungry enough, he'll work for it and throw that damn Wobbler around. It might take a day or two to get hungry enough. You could also get a slow feeding bowl instead of a puzzle, it's much easier but I don't think will tire them out mentally as much as a true puzzle.
Another thing you could try if he's more toy motivated is a treat dispenser+rope. Stuff treats in the rubber ball part and throw it around. Hopefully he'll learn how to throw it himself, but you might need to throw it for him in the beginning.
