You can get a set of DeWalt bits like that for around $15, sometimes they're on sale for $10. I just buy a whole new set quite often when I break a few bits or a few of them get dull. They're cheap enough to be disposable. The titanium ones and the ones with pilot bits are marketing gimmicks.. they're no better than the regular black oxide ones which are cheaper.
If you want a quality drill bit holder (the real name for them is a "Drill Bit Index"), Huot sells the best ones, which are made of metal. There are several name brand drill bit brands that come in Huot indexes, or you can buy them individually.
The standard Huot fold out metal index which holds 29 bits (1/16" to 1/2" in 1/16 steps) costs $10 on Amazon.
