sigh. dozens of articles have been written about this topic from people left, right and center. no one before 2014 said anything other than this was an an obama administration decision. There are the books written by the people who were there, none of whom say anything like what you're claiming. Pointing to the excuses people made AFTER this fell apart does not trump the stuff they said for 3 years before that happened.
But I'll tell you what, show me one example of someone saying anything other than the administration chose to do this before 2013, and I'll retract all of it. otherwise, you're blowing smoke out your ass.
