Check with your local farm and fleet store. (L&M is my choice.)they'll usually have a chicken book that tells you what one's thrive in cold climate. We have a mix of a few that do well in the cold. We've had crazy luck getting 1-2 eggs per day from each. It's insane.
I'm guessing your in the northern part of the Midwest. Make sure to get a water heater (just a platform that you can put your water source on.) And a heat lamp at minimum. Egg production does slow, but if you supplement their diet with more then pellets, and keep good heat, it won't be that much. Photos of the sides would help clear up if it has an on board switch or any controls at all, and as unlikely as it sounds it's even possible that it's a "smart" device controlled by phone app.
...or it's a light. Since it kind of looks painted I'm hoping it's a light. OP have you unscrewed it or checked the sides out at all?
