This book talks about that issue, and IIRC, average age to start playing with yourself is something like 2.
All of my kids, of both genders, were playing with themselves like crazy before 2, that's for sure. My wife knew to expect that with the boys, but didn't realize that little girls can do it just as much and early.
This book, "Everything You Never Wanted Your Kids to Know About Sex (But Were Afraid They'd Ask)" is pretty great. It talks about age appropriate discussions about sex.
In general, opening up those lines of communication not only help to educate them about sex, but also help them to feel comfortable coming to you with questions.
Also, I have horrible memories of my school supplied non-abstinence only sex ed. It was horrible and clinical and fairly useless. I think you can likely do better, even if it is a bit more uncomfortable.
