No. You will not be able to run Black Ops 3 with that setup. Black Ops 3 requires a DirectX 11 compatible graphics card. The 9800GT only has DX10 support.
Also, the 9800GT is weaker than the GTX 470 minimum requirement. Sorry, you'll have to upgrade or buy a new PC.
