Yeah avoid anything with the reference cooler. The reference cooler will look similar to this with the tiny single turbine fan. They're usually pretty loud, so get something with a couple big fans.

Blower style is "reference" / factory, they run hotter and louder compared to their open air / "aftermarket" (the double fan) design. The aftermarkets are made by Add In Board partners like EVGA, MSI, etc.
OC is just the clock speed that the card is promised to hit. It's the same for CPUs, no one knows how far a component can go. There's also thermals to consider, but generally, all components can OC a little.
Other considerations would be fan bearings / warranty / return process / customer support / build quality. EVGA and Sapphire are the best.

No idea why the higher clock speed is cheaper, might be because the first one is a Founders.

So It sounds like your saying either get something like this: EVGA GeForce GTX 1080 or possibly, or settle for 4K @ 30hz. Is that correct?
What if I just bumped it up to MSI GeForce GTX 980 GDDR5 4GB OC? Could I feasibly use 4k @ 60hz?
Build is fine, but you really need to knuckle down on pricing. Could probably save at least $1000 if you tried.
