It's called ez lip, I think I got mine on Ebay but they sell it on Amazon too. I've had it on for nearly as long as I've owned the car and its held up surprisingly well

EZ Lip Pro I used this on my old 04 Legacy GT for many winters, it looked good, it will obviously flex, and it can be painted (I painted mine body color, silver).
