I just bought a couple of refurbished Kindle Fire HD 10 tablets off of Woot for $35 each. I tried installing Return to Dark Tower on one of them and it appears to run just fine. I can't get very far because I don't have a copy of the game for it to connect to, but it does start up and I can get to the menu screen. The app is hosted natively on the Amazon App Store, you don't need to sideload Google Play to install it.
Woot isn't selling those tablets anymore, but Amazon is selling Fire 7 tablets right now for $30 each to Prime members (or $33 for double the storage). I would imagine that if the app worked on the Fire HD 10 from 2017 like I got, it would also work on the Fire 7 from 2019 like they're selling here. You could also try holding off a few days until Prime Day, they might have even better deals then.
You can get a new Kindle Fire with 16 GB of memory for $50. It has a lighted screen however. And I have heard it is difficult to use Android software on it, even though it is nominally an Android device. I think it's hard to download Google Play files, Amazon wants you at ITS store for some reason. So though the price is right, there is some research to do about drawbacks vs. advantages for your intended uses.

It's a good value for just under 50, now it's not the fastest or highest end of anything, but its based on android kernel (fire Os) and it have Alexa.
If you want a functional tablet that can be given to guests or read news and listen to the Spotify(use external speakers, built in is trash)or to gift kids, that tablet is a good buy
I have one on my list it's a tablet for my oldest son to be able to do school work as his school will only be doing online only atm we take kids to library as we only have phones in the house to use mine and my husbands. As far as I know, it's currently one oven per app. My dream is to get four ovens & just have them running all the time...proofing bread, fermenting yogurt, dehydrating, doing long sous-vide cooks, acting as warming ovens to hold everything at the right temp for dinner & parties & events, etc. If I ever get to that point, I'd probably just get a few of those $50 Amazon tablets:
One of my main complaints with the iPhone app is that it only rings/buzzes once & I usually miss it, which has caused me to burn food because it's not a recurring timer that keeps going off & buzzing me until I pay attention to it, so I've switched to using either the iPhone's timer app or the third-party Timer+ app or else just using Alexa (although last time I checked, it only does the alarm on the device you set it on, so it won't ring the whole house if you're in a different room).
Budget-wise, I have a great little tool called Turtle Saver that is a workflow process for saving up for things automatically over time. The time is going to pass whether we save up for stuff or don't, so rather than having to eat a huge budget hit ($600 + shipping + accessories), it can be broken down over time more easily:
It's not very fast, but I'm on a budget, so for me this has proven to be the best & easiest way to save up for things. $10 a week over 15+ years has allowed me to invest over $8,000 in my kitchen over time, which has included the APO, a chamber-vac sealer, a deep-freezer, a giant 12" meat slicer, a pellet grill, etc.
Plus, getting kitchen equipment individually allows me to learn & master each one over time, rather than buying a whole bunch of stuff that I end up not using because I get too overwhelmed by it all lol. There are certain things in the future that will require a separate budget (ex. a Harvest Right freezer dryer starts at $2k), but for hand tools & most portable appliances, using Turtle Saver with a small amount each week is the bomb dot com!
I've been using the Fire 7 and have been getting full rewards. A friend of mine got one as well and for some reason he isn't so full rewards isn't guaranteed.

According to the Amazon listing and Wiki for the Fire 7 (2019 being the current model), it supports up to 512gb. If you need more space, the Fire 8 and Fire 8 Plus support up to 1tb.
Hey OP, I know that this doesn't take advantage of the existing RCA wiring in your car, but the tablet suggestion is really the best way to go, and probably cheaper too, especially if you already have a tablet you're willing to dedicate to the car rides (and won't be upset if it gets dropped/broken), or if you can pick up some cheap tablets for Cyber Monday.
If the RCA jacks are colored RGB+RW, then component video is going to limit you to analog signals, and the devices that support output to that are going to be very limited, mostly old standard-definition devices. If the RCA jacks are colored Y+RW, then the situation is even worse, with only NTSC video being supported. NTSC video over a single RCA conductor is a very low quality image, like something you'd get out of a VCR or very early DVD player. Plus you have to power that output device and the screens. It's really more trouble than it's worth. You might need an adapter cable to go from 3.5mm TRRS to RCA if you want to connect the primary DVD player output to your car's wiring, and it will be tricky getting the connections right, because how they decide to wire the ground connector and video connector might change, but you can try using a Roku cable or maybe on made for the Raspberry Pi, they should only be about $2-5. If you get the wrong one, you can cut open the cable and splice the wires together in a different order so that the connections go the right places. I think you could make it work for $40-$60, depending on how much the DVD player costs you. Hopefully your minivan has screens built into the seats so you don't need more screens...if you do need more screens, I guess you could use more portable DVD player screens, but you can also get an ultra-thin 10" LCD monitor that accepts an NTSC signal from RCA for like $12 from China. So figure maybe $65-$90 if you need both a player and screens. But that's just for portable DVD. If you can find an older iPad and the 30-pin-to-RCA-video adapter, you could use an iPad running Plex as the video source instead of a portable DVD player, but your output signal would be limtied to 480i SD, which might not look so good.
On the other hand, if you can get your hands on an old iPad, why even bother with the RCA stuff at all? You could load up a tablet, or even a pair of tablets with a bunch of movies sync'd from Netflix and/or your Plex server while the tablets are home and connected to WiFi. Once in the car, switch to airplane mode and start playing. Each tablet could play videos in full 1080p HD (not just 480i SD), completely independently of the other one (in case your kids don't want to watch the same thing). And they can each be connected to separate [volume-limited for kids'] headphones.
I know this is going to come off like a total Amazon shill, but I'm actually buying into this myself because I've found that the Amazon devices are cheapest things I've found with full hardware-acceleration for modern codecs like HEVC so that they can Direct-Play just about everything in my library. You can get super cheap Fire tablet, a huge SD card (up to 512GB microSDXC card supported in the latest 2019 models, or 400GB and 256GB on 2018 and 2017 models) for super cheap this time of year, especially since cyber monday is today. You could start with one tablet and try it out before going all in on a pair. parts list:
So at the low end, you could put a complete kit together for $71 per head (including headphones), or maybe $128 for one big tablet and no headphones. Can't get much cheaper than that. The last time I saw a portable DVD player kit, it was like $50 (on clearance) for a DVD player with one external screen.

Personally, I'd avoid this Kindle Fire 7 both because it's LED and not eink and because it has "special offers" (ads on the lock screen). But it's at least in your budget.
