Just to follow-up on this. You'll also won't be spending much more on the equipment.
CB - <10 watts output and very few people monitoring it. 2 meter amateur radio - >50 watts and repeaters which give you a massive area of coverage

Also, the license is really not that hard. I don't pursue it as a hobby, but I keep mine around for emergencies.
