It looks like around 5-15kwh/mi less on the highway with it from user reports. It can also be painted same color as the car so it doesn't look tacky. If course you can also make it tacky by wrapping it.

Last option - you can wrap the bottom of the existing bumper in a different color. I've seen a few people do that and it looks GREAT! There's a crease that runs along the bottom of the bumper that can be the end of the wrap.
