Generally, all cart dumpers will dump both game ROM and SRAM (where game saves) chips. Here's a version of the flash boy that explicitly says it does in the label.
Also, since I've already mentioned other options in a similar post last week, I will just quote my response to that user here:

Heh it's a life saver.
So yeah myself I've been replaying EVERY Pokémon game I own since childhood and transferring everything I could unto the newer games before Bank is shut down.

Those are just some of the stuff you can do with the R4 card or Flashboy and whatnot. In short, to move games from games that are not forward-compatible, be able to discover what your SID is, and gain access to GBA/DS events you may have missed out on.

I hope this was clear and whatnot but yeah this is what I did during 2021, just gotta complete Crystal and Leafgreen now and will be ready for when Bank shuts down, specially after shiny hunting the stupid Firered Deoxys (I lost the event Deoxys from back in the day by trying to clone it, so shiny hunting it in that same cartridge felt good).
