If it's the newest style tv connector that is compatible with the Marvel or Paradise chip set there is a cable in the box that has a 3.5mm that plugs into the streamer and on the other end of the cable is a toslink optical connector. The new SMSL AD18 has two optical inputs, one of them is 3.5mm style that you need an adapter, I will link at the bottom.
An additional option that you may consider, put a SoundBlaster Recon 3D or SoundBlaster Z sound card in your PC. it has an optical input and an output, and can pass your PS4 through to the DAC/AMP, as well as mix PS4 and PC sound to play both simultaneously. I use this so I can use PC to watch netflix/twitch or play music while I game on xbox.

Ahh, I'm in Canada, and unfortunately can't get the Onkyo for less than 500$ on amazon.ca, so I'll have to downgrade. I'm going with your original recommendation of the SMSL SMSL SA-98E. I see the auto output cable that comes with it doesn't seem to be an aux cable that I could plug into my cellphone or laptop. Do you know what cable I'd need to do so? And would you also recommend me getting a preamp to go with this one?

Not sure if this is the right sub, but maybe you could find an optical to aux cable or converter. Here is Amazon's choice for that assuming you have something to connect the aux to.
Does your setup also have a digital input? If so I have a Auzen X-Meridian 7.1 2g that I would be willing to part with if the price is right. Even if it doesn't have a digital input you can still use optical if the sound card supports it (mine does) as long as you have the right cable, something like this
I costs less than 8 dollars and would let to use optical input, there is no loss in quality since it is the same medium just with a different shaped input (no data converter necessary). If you are interested then I can post pics. Also, if you are worried about compatibility I can show you the description on the box, it flat out states that it supports optical out.
