I just use a compost turner something like this:

Was very surprised by how well it works. You just poke it down to the bottom, and give it a twist while quickly pulling it up. Material from the bottom of the pile will be launched in the air and spread over the the top. After 15-20 quick jabs, the whole pile is turned over.
You don't necessarily have to "turn" it. You just need to aerate it. As others have mentioned there are some inexpensive tools you can get, e.g.
