There are much cheaper PCIE3 drives like the Teamgroup MP34 or Mushkin Pilot-E, Samsung is well known as a brand so they often price things higher than other brands.
The 3600cl16 I mentioned has the advantage that it’s likely dual rank (some RAM have variable configurations, but mine was dual rank when I bought it last month). This means that 2x16GB sticks act like 4x8GB, for a slight boost in performance (about 5-10%). I figured as long as you’re willing to spend a bit extra for RAM you could go for this boost, which would be larger than going for single tank 4000cl18.
You really won't be able to tell the difference between the two, both are fine.
But if you can afford it, 33 bucks is an ok price to pay for min-max OCD and peace of mind.

You'll probably want at least 3600 CL16. It's also worth noting that 16gb is becoming kind of a minimum for gaming (given the gpu I'm assuming this is a PC for gaming), so if you have the budget for it go with 32gb instead. Something like this.

Yep, no issues with XMP (3600 MHz CL16). Also, 4 RAM sticks in total is no longer in a dual channel configuration. That’s one of the reasons why I wanted to stick with 2 RAM sticks for now.

Not sure why it would say for Intel, but that won't matter. You said you need 64GB, so go with what you selected, or C16 if you want faster RAM.

Question for you PC experts out there. I have a pair of these, 2x16GB Ripjaws V sticks in my current rig. The ones on sale look pretty similar, except for PC4-28800 vs PC4-25600, slightly slower timing (and black v red). Is it safe to mix these for a total of 64GB? Or would they run inefficiently/not at all?

I went for the 32GB Ripjaws RAM, DD4 3600 CL16. On the SSD side, I would look into the SX8200 or S11 Pro (which is the SX8200 but with a heatsink). Amazon has the 1TB on sale for $135.
I'm not sure I would drop down to 550W on the PSU. Also I've heard the LG 83AB is a better value than the 850-B.

You might get some slightly worse temps with a 5900x. From what I've heard, the 5950x gets (slightly) better temps because it is better binned.
For RAM, it seems dual rank makes a very significant difference in performance. From what I've seen, most 2x16gb kit are dual rank. 2x8gb kits might be single or dual rank.

If you know nothing about computers it may be simpler to go with a Z790. For a Z690 motherboard to work with a 13600k you’ll need to update the bios without a CPU in the motherboard, a process called BIOS flashback. See this video. This isn’t terribly hard but you may want to avoid it by getting a Z790.
Onto the matter at hand RAM performance rarely scales that well with price, I’d recommend getting a 2x16GB 3600cl18 kit for about $85-90 or maybe this kit for something a little faster.
Ah ok, you can achieve the same thing by getting 2 slots of dual rank RAM (see here), which would also be more stable with XMP. You can get a slightly faster dual rank kit for a bit less here. Note that annoyingly dual rank isn’t on the spec sheet so it’s not guaranteed, but when I got this kit last month it was dual rank.

The basic idea looks good, but I would tweak a few things...
For a Ryzen 9, 3900x (which is PLENTY to accomplish all of your rendering quickly, gaming fast, and programming), you should at least be getting 3600MHz, CL16 RAM. 3200 seems a bit slow. It’s hard to find set kits in such big amounts, like the 64GB you need for rendering, so I would try to find 2 kits of 32GB 3600MHz CL16. I would recommend getting 2 of these from G.Skills, as they’re a very refutable brand, and meet all the requirements. It will also fulfill the quad channel memory you’re looking for if you end up getting both. The extra speed and bandwidth in this RAM will make a very noticeable difference when rendering and pretty much anything on a high end cpu, especially those of which from the AMD Ryzen lineup. :)
The RX 580 is a really low end GPU in this situation. For such a high end cpu, and motherboard combo, and such a large amount of RAM, I was expecting somewhere along the lines of at least a 2070 Super. The RX 580 is more of a budget option, and while it will get the job done, it will SEVERELY bottleneck against such other high preforming hardware. However, and I don’t wanna be the guy to do it, but I think you should wait for the Nvidia RTX 30 series. The 3070 alone is supposed to be more powerful than the top of the line 2080 Super, and heck- you’ll be rendering and whatever you need in no time. It’s hard to describe how much a better GPU than the 580 will impact how you’re able to use it. But trust me, it will make your life 100x easier if you be patient and you will see such a preformance difference.
That’s a great motherboard btw. I have it myself. You’ll enjoy all the features and speed, and of course, PCIe Gen 4, for that extra bump in rendering and loading times.
And the PSU is MORE than enough for future proofing. Don’t worry lmao. Only thing I could think of is maybe trying to find an EVGA instead? They’re a more trustworthy brand
