USB Ethernet adapters SHOULD work just like an Ethernet port. At least for most basic functionality (specialized programs may barf at having to address them that way).
Windows XP should not be put on the internet because MS has stopped supporting it and are not releasing security patches anymore. Thus any newly identified vulnerabilities will never be closed up making it an insecure system.
If you are going to go USB anyway, maybe consider something like this?

1) Yes, because USB is (generally) backwards compatible. USB 2 ports can use USB 1.x plug-compatible devices.
2) You do need a special wire, like this one.
3) The alternative is to remove the hard disk from the old machine and get a PATA->USB adapter to plug the old hard drive into your new machine's USB port. Windows 8.1 should be able to recognize the old hard drive just fine. You should use RoboCopy to transfer your data files, rather than the Windows Explorer.
