Another option, if you like the men's belts and the only real issue is the placement of the belt holes, is to use a leather hole puncher like this one! As long as the extra length of a men's belt doesn't annoy you, you can add extra holes that match your exact measurements.
I've also used mine for things like adding more holes to sandal straps, etc. Would definitely recommend!

I almost always wear my belts at my natural waist so I tend to go by that sizing but when I wanted to have the option to wear a couple with jeans I put on a pair of jeans and took the measurement around where the belt loops were. I also purchased this tool to add holes in the event I wanted to wear it higher at my natural waist 😊
At the moment I don't use them, but for a while (like a couple months) I was rocking some bushings I made out of a wristband and a leather punch. If you have a leather punch with multiple sizes, like this one , you use the next size up for punching the bottom bushings. If you put enough pressure they'll cut pretty cleanly and be symmetrical to one another. Obviously there are better bushings out there but they don't look too bad and feel good, actually. I mean, that's my opinion though.

I use them for several things, though. Didn't just buy them for belt holes. ;)

Are you having difficulty finding quality leather belts in the first place, or specifically finding quality belts that fit you? If it's the latter, I'd recommend getting a leather hole puncher! I have this cheap one from Amazon and use it to add extra holes to belts, sandal straps, etc.
For actual belts, but I have a super basic black leather belt from Madewell that I bought at least 7 years ago that has held up perfectly! I can't make any guarantees about the current quality of their leather given that it's been so long that whatever they sell today won't be the exact same product I bought, but maybe you could have a look?. I had to add a couple of holes though, just FYI.
I also have this leather belt from a seller on Etsy (who was recommended by another user here) which I love. It's made to order to your measurements, too.
