Xbox 360 controllers are not Bluetooth. You need an adapter that Microsoft used to sell together in a set with some controllers. One adapter can connect up to 4 controllers or wireless 360 devices such as the guitar hero equipment.

You may have to manually assign the drivers for this device when you plug it into your PC so the Xbox 360 guitar will recognize it as an Xbox 360 Wireless reciever and be able to connect.
Go into device manager on your pc and see what the dongle appears as. For me it was listed as "unknown device", so I had to manually set it as a wireless receiver. I did this by selecting the device and updating the drivers. I selected "Browse my computer for drivers", then I selected "Let me pick from a list". Then at the top of the next list select "Show all devices". Then select Microsoft under the manager list and then Xbox 360 Wireless reciever for Windows under the Model list.

The wireless receiver you have, I looked up the model number you posted and all that comes up is a guitar hero live wireless dongle, which won't work for Xbox 360 guitars.
Try the wireless reciever I posted the link to, it works like a charm for me. I just had to change the drivers like I said in my last comment and it worked for me.

It works perfectly fine for Clone Hero with Les Paul and World Tour guitars. The only thing is when you set this up, you have to go to device manager, select the unknown device which is the receiver. Then you have to manually set the drivers for the device as "Xbox 360 Wireless Reciever" drivers in device manager.
I think any generic xbox 360 wireless adapter should work just fine. Ebay also has em pretty cheap as well.

which guitar is this in particular? the only xbox guitar i know that needs a dongle is the GH:LIVE guitar. if its (for example) a les paul or world tour xbox guitar, you can use this wireless receiver (this is a 3rd party version of the official microsoft one but they all work basically the same). you will only need that if its a genuine 360tar that is wireless.
Wireless and I plug a usb receiver to connect the controller to my computer.
I can't speak for other people, but I like my controllers wireless. So I just used my old Xbox 360 GH5 controller and bought a 360 to PC wireless receiver on Amazon for like 15-20 bucks.

As for actual guitars, just go into eBay or the Facebook marketplace is some other public store and see if any 360 guitar controllers that you like. They range from 30 to 200 bucks from my experience.
It uses a special signal that was xbox specific. They mad an adapter for it but have long since been discontinued. There are some 3rd party ones out there and they do work with win 10.

I'm not sure what kind of adapter you have that has a red light, but I do 360 controllers as well. First see if you can connect another controller to your PC, whether it be another guitar controller or even just a normal Xbox controller.
If the other controller does connect then there's something wrong with your guitar. If it doesn't then you might need to get a different adapter.
If you haven't applied the Xbox peripheral driver to your computer you should definitely do that. If you need a step by step just hit me up.
If you still can't connect your controller to your adapter, as a last resort just buy a new adapter. I say last resort because as a broke college kid, I understand the need to save on money. If you are looking to buy an adapter that I know works, go for this one:
I use one of these wireless receivers to connect my 360 controllers to my PC and Raspberry Pi. I think Xbox one and PS3/4 controllers can connect through Bluetooth but I'm not 100% sure.

It works with a wired 360 controller, wired/bluetooth keyboard/mouse out of the box.
I got a 360 wireless reciever for like 10 bucks, and it is a hassle to get set up on Windows 10 (device manager > unidentified usb > add driver > existing drivers > xbox 360 wireless adapter) but it was plug and play on this.
As /u/ganon842 mentioned the charge and play kit won't work.
You can buy the Xbox 360 wireless receiver for pc that would allow wireless controllers to work though.
They are available on amazon for under $20 and may be available cheaper on eBay.
Here is an example of an off brand one that should work. For windows follow the instructions under the review left by guja. Those off brand receivers normally work fine.
I have successfully used other off brand Xbox 360 receivers on windows,Linux,mac, even on the steam link.
If you prefer the legit ones from Microsoft you can buy a wireless controller that includes the receiver for around $40. Just make sure the packaging lists wireless receiver for windows. In the past the box has been red.

First one yes for Xbox 360 controller. No to the second, it’s for a drum kit. You just need generic dongles. I got mine on amazon.

PS3 Dongle and wireless xbox 360 receiver, the 360 adapter is a knock-off, but the official one looks the same. Except it has “Microsoft” printed on the top of it.
