It was never intended by England or US to be a "Jewish^ state. It was intended to be a state for jews alomgside natve palestinians, but exicitly not a jeeish state. This is very clear in the LON's Palestine Mandate document. It was clear in President Truman's understaning. It was later made explicit in 1948 with the declaration of independence that the Zionists submitted to the UN.
