Gtx 1050ti low profile will do nicely in there. No pci power cables from power supply needed. All the power it needs comes from the pcie x16 slot. Can game decently as well.
You could get a low-profile 1050 Ti like this Gigabyte model, provided that your motherboard can provide the required 75w through its PCIe x16 slot. Not all prebuilts are capable of doing so, so double-check that first before buying anything.

I don't have an R530, but I have a GTX1050 in my R520. Doesn't need any extra power cords or anything, I think that's the main requirement. Handles plex transcoding nicely. Basically just make sure the form factor fits in your case, then search around. There are half-height/half-length GTX1050's out there if you need to squeeze it into some tighter spot, but a full height/half length card should fit in an R5?0 chassis. I've got a FH/HL card in mine.
e: I went with a GTX1050 because of price at the time, not sure if there are more powerful cards out there that can run without the extra power.
Unfortunately I don't think that'll work right now, as I'm trying to find a low profile card (half height) to fit in an old Dell 790 SFF. I could potentially just take the side cover off the case and cram the GPU in there that way (It's a ghetto budget build anyway), but for now I think I'll just look for a LP card like this.
Alright, the 730 is out. While I was doing that I checked the RAM and the machine has TWO 4GB sticks! Not just one, like was stated all the spec pages I had read. I guess that's what I get for trusting the internet and not looking myself... So I'm hunting for two 8GB sticks now.
I scoured the internet for 1050's and found that 95% of them won't fit. The case is just under 4in wide, and most GPU's are just over 4in it seems. However, I did find one low profile version that would fit for $250.

It doesn't need a secondary power connector, so it's perfect for systems like yours that don't have a beefy power supply. It will be many times faster than your current card.
The big challenge will be heat, since pre-built systems like your Acer do not typically have great airflow. You might find that your new video card hits a thermal limit because the hot air has no good way of being exhausted outside the case.

Finding a current card with 2 hdmi outputs is difficult, as almost everyone went to displayport for additional outputs, but I did find this there is also a 1650 version
It's PCI Express 3.0 but the problem is if i search for cards with that, they are still twice as thick as my slot on the back. Like the metal part that you plug the monitor into. Like on my current card it's only about an inch thick but when im looking for new ones theyre twice that.

The 1030 should do 4k@60Hz (I see a few places online saying you have to do 4:2:0 to get 60Hz, but it also supports HDMI 2.0 so that would be weird). However, the 1030 isn't going to support any 4k streaming services. For that, your minimum bar is a GTX 1050/3GB (the 2GB 1050 isn't enough). But since the 10xx cards are pretty much done, you're looking at old new stock and that's going to run you the same as or more than a 1650.
TL;DR, just get a 1650. (yes, that's the GDDR5 version that nobody wants because it's slower than GDDR6, but you don't need that for htpc work.)

They can't be dual width? That sucks, sorry to hear it. If you misspoke, you might be able to fit this 1050 ti which supports vulkan. Maybe even a 1650.
But if you need single slot, the best i've seen is an rx 550. All these GPUs support Vulkan, and the 550 is a little better than any gt 1030. The 1050 ti or 1650 would be worlds ahead of the rx 550 though if you find that you could actually use them.
Your r7 240 is first generation GCN, which doesn't fully support vulkan, I'm afraid. It supports 1.0, but not 1.1. Unfortunately, IDK how significant that is. Maybe that's whats limiting you on linux, or maybe the linux environment isn't well coded for first generation GCN. Good luck buddy!

So I am going to assume you mean the DT. I'd recommend upgrading your RAM to 8 GB, which you will need to check your motherboard to see if you have 2x 2 GB sticks or 1x 4 GB stick. If you have 1x 4 GB stick, you will just need to add another 4 GB stick to get 8 GB, while if you have 2x 2GB sticks, you will need to replace all the RAM. Your system uses DDR3 RAM. Be sure to get RAM without heatsinks, as the heatsinks may get in the way of some pieces of your PC.
For graphics, I'd recommend you to upgrade to the NVidia GTX 1050 ti low profile. The one that I linked is the best model that will fit in your case.
For the CPU, I'd recommend going with the Intel Core i5-2400. If you do more CPU heavy applications, get the i7-2600.

You have completed the first step, you have found a place to buy cheap computers. Unfortunately, the first one that you are showing us is not going to be good. The processor is too old and too slow.
You need to find something released in 2011 or later. You want to find a processor that has four real cores because they are not going to be fast cores. You are looking for a i5 or i7 processor with a number over 2000.
The i5-2400 or i7-2600 is as old as you want to consider. There are lots of years of computers out there, some are truly junk that will not run modern tasks.
On video cards, it is hard to give you advice without seeing your used PC host. I would consider the GTX 1050 Ti in either regular or low-profile versions. It needs no power connector, and only uses 75 Watts.
The 650ti will not, and low profile 750tis are like unicorns.

Then you want a low profile 1050ti.
This being a mini tower isn't the best choice. Based on the size and layout it will have half height expansion slots where most graphics cards need full height ones. The highest end half slot type card is something like this. Also, if you are going to be adding an ssd that is 2.5in drive then the cd drive won't work since there are only 2 SATA ports on the board. There is an m.2 slot, but it appears that the wireless adapter occupies that space. Another problem with this system is the PSU being only 180W. A 1050ti would require a beefier supply and the current one probably doesn't have the required PCIe power connectors. And the included one most likely isn't a standard form factor.

If you need to go with a prebuilt, I'd recommend a full size one with full expansion slots. Also, if I may what specifics are you going to be doing with this pc? I know you said productivity and some light gaming, but with specifics I may be able to point you in right direction. And what is making it so that you are buying a prebuilt?
There are two versions of that pc. One is a standard sized tower, and one is a SFF (small form factor) pc, so you will need a low profile graphics card if it is the SFF version. I recommend the low profile version of the GTX 1050 ti. If you can't fit a 2 slot card in there, which is entirely possible, and you need a low profile single slot card, I recommend the GT 1030, neither of these would require an upgrade to the PSU most likely. I would wait till you actually get the computer in your hands, open it up and look inside, see if the 1050 ti will fit as that would be the better option. It will fit if there are at least 2 slots of room including the one with the pci-e x16 slot. If you have the larger standard sized tower pc, I recommend the full sized 1050 ti, I have one of these exact cards and it is very good for the price, and I don't think you would need to upgrade the PSU for that one either.
For various reasons, you basically can't do much with Optiplexs. I love them, they're great, I got one for like £80 and use it as a headless home server. The PSU's dont have connections or enough power for most GPU's, the motherboards are generally proprietary/non-standard so another board won't even go in anyway.
The GPU connection limitation does leave you SOME options, the RX 460, GTX 1050 and GTX 1050Ti all don't require additional power connectors, but the standard ones are all too big for your case. So you'd need to source a low profile version:
