I'm glad I bought my 1080ti when I did. How much are you willing to spend?
I built a small system for my girl friend's kids and used a GTX 1050 which actually runs the game on medium settings fine with the expected frame drop in congested areas. These are still relatively affordable despite bitcoin miners.
You can get a 1050ti for around $250, but I see a 1060 on Amazon for $259.
I would stick with Nvidia regardless though.
I would try to find a 1060 3gb in that same price range if you aren't in a hurry. amazon has one for $279 pre-order and it is worth spending the extra $30 over the 1050ti imo.

It has 4 phases VRM and two fans.
Of all the ones you note, the Zotac amp has 4 phase VRM, against three from the others, but that barely matters. Avoid the EVGA coded 03G-P4-6160-KR or 06G-P4-6161-KR, they have worst heatsink than they similar looking counterparts.
1050ti is significantly different from straight 1050, right? The only AMD 560 and 1050ti available in low profile is the ones I linked above. Would you be able to tell, does that 1050ti one have the issue that you mentioned?
Also, I've heard about the new it's 1060 3gb released. Would you suppose it might be worth getting something like that and running an open case with a pci extender? Is that even something viable? Lol. It seems like the absolute best value right now, would you agree?

Hey there guys. I'm looking to buy a new gpu this Thursday. I'm planning on getting a 1060 3gb. I'm really leaning towards a two fan model because my 1 fan 1050 will hit 73c when playing Overwatch and other games. I don't really know the differences between individual cards of the same model from different manufacturers.

I know that basically every 1060 has very similar performance, so is there any reason not to go with this card because it is super cheap and I personally love the look.

They are about the same, only main difference is size. You generally want a bigger one with better cooling rather than a tiny one unless you don't have the room in your case.
Holy sh!t, you're right. I was going to suggest the rx470, but the 1060 3gb has really dropped in price.

Any model boost clock option will do. Get whichever one is in your price point, and don't worry about the 3GB vs 6GB option unless you plan on running 3+ monitors in 4K.
Also what motherboard are you planning on getting? You need to make sure the motherboard you choose has the correct CPU socket for your CPU. Personally I would recommend getting an Intel i5, with socket LGA1150 or LGA1151. There are newer model i5's, but these will still get the job done and don't cost a lot.
EDIT: Also my computer specs are less than what you have listed (GTX 770, Intel i5 4430, 8GB DDR3 RAM) and I can run iR almost maxed out at a constant locked framerate of 70FPS.
In Canadian Rupees the 3gb seems like a very viable option. Especially when you can get one for $280!

Okay, it's not in bad shape. The CPU should be fine with ample cooling. Whatever you have now will probably still be fine. An Rx580 will work well with that CPU, here's a video of someone playing lowest settings in BF1 at 1080p and getting 120+fps. Also, another thing to consider is getting a GTX 1060. For the most part, the Rx580 and the GTX 1060 are pretty similar spec-wise, but the 1060 is pretty significantly cheaper. Here's a good one to consider. But, you have to consider your PSU. You have to look at the side of the unit itself and look for a 3 digit number with a 'W' at the end. That will be the wattage it can handle, and will help you tell if you need a beefier one. If you believe your HDD is about to go, you might as well pick up a new one. Look for a 1tb (if that's big enough for you) 7200rpm 3.5in. Those only run for about $50. Now, altogether you'd be looking at about $275 for more storage and a brand new card compared to what your friend was offering. One last thing to ask of you. Do you have any idea how much RAM there is? If not, look inside the case and look on the side of the RAM for a number with MB at the end. That will tell you how much you have. That's all you need to know, then plug all your parts into a pcpartpicker.com list and it will give you and estimated wattage. Sorry this is really long, hope it helps though!

The only native 4k you will ever get on a PS4 Pro is perhaps 4k video playback, if you wish to use it as a media center. It does not have the capability to run games in native 4k, even by a long shot.
What you're going to read online, that you will play games in 4k on it are pure marketing lies, just the way they always write them to deceive less tech-savvy customers. The only thing it does, is artificially upscale the resolution from 1080p to 4k, which doesn't even come close to outputting the game at true, native 4k. You could call it fake 4k, if you like.

And it will. PC parts don't deteriorate over time. If you build a PC that outperforms a PS4 Pro right now, which isn't really hard to do for $600, it's going to outperform it one year from now, two years from now and for the rest of the life of the PS4 Pro.

You won't necessarily need to upgrade your PC. You have the option to, but not an obligation. Like I said before, if you begin with a PC that outperforms the latest consoles, you're good to go for at least as long as that console's lifecycle is still running (e.g. games are developed for it).
Which brings me to another benefit of playing on the PC - options. Graphical, to be specific. You can always play around with a dozen different settings to optimize your gaming experience the way you want it. Feel like fps is getting a bit low in some parts? Lower some setting. Don't forget that the graphical settings used on console are almost always equivalent to the Low - Low/Medium preset on the PC. And on the PC, you're always in control of the graphical fidelity triangle.
Of course, everything depends on your budget. If you wish to go above $600, that's up to you. So let's take a look at the part list you've sent. For the GPU, ~~I'd definitely advise you to go for the 10 series GPUs. The 1050 is about 50% better than the 950 for the same price.~~ EDIT: actually, no! Scratch that. If you wish to go for the ~$170 range, your absolute best bet is the RX 470. It has a great price/performance ratio and in some benchmarks even comes close the the 1060 performance.
And lastly, if your budget allows you, you could even go for the 1060, which is even better than my 970, and would be an absolute beast for 1080p gaming. This would be particularly useful in case you'd want VR, as the 1060 supports it, unlike the RX 470.
I'll leave that decision to you, just know that the RX 470 will already decimate any console out there.
The rest of your build is well picked out, nothing to change there. If you currently own a console, don't forget you can use its HDD in your PC as well, if you wish. Oh and if you're going to play on your TV at first, make sure to use your PS4 controller on your PC. It will work with it just fine.

You can buy a gtx 1060 (better than a 970) for $200
You can get a second hand 970 in the $200 range as well. I bought mine 2nd hand at $180 last year. Learn how to google for prices before you bitch and moan about them. The 1060 is very cheap but if $200 is too much for you then you won't be playing any of the newer games with good performance.
970 is the average graphics card for steam users as per the last steam survey.
