Just buy a model without an additional PCIe power connector, so it can't possibly pull more than the 75W the PCIe slot provides. Oh, and I think it needs to be a SFF model. Something like this.

What is the intended goal of up upgrade? Are you looking for the best gaming performance, or are you just looking for other graphical outputs (that aren't the VGA and 2 DisplayPort connections that are standard) for as cheap as possible?
For gaming, you probably are going to be picking between the low profile GTX 750 Ti models from Gigabyte or MSI or the low profile GTX 1050 Ti from MSI (they also have a GTX 1050, but I'm not sure where it can be bought). There are upcoming GTX 1050 and GTX 1050 Ti models coming from Gigabyte, but I'm not sure when it will be available.
I have an HP Compaq Pro 6300 SFF. It currently has an NVS 300 and I'm planning on upgrading to a low profile GTX 750 Ti. Is this an appropriate graphics card for the computer? I will mostly be playing Rocket League and GTA V.

ic, in that case make sure you find one with display port and get an active display port to HDMI adapter so you can run 4k @ 60hz. The HDMI port on that card isn't 2.0. Even if you're connecting to a PC monitor for 4k you'll still want to use display port since it has enough bandwidth to support 4k.
I was going down the same road and ended up just getting a larger case. Went from an Antec ISK 110 to this monstrosity. But it's still silent at least.

A lot of PCs can simply have a new graphics card plugged in to make it a good gaming machine. This will work on nearly any machine with an open PCIe slot and allow you to play pretty much any game at settings better than current consoles.
