Persistance of Vision might play a role. It's basically a property of your eye that means certain inputs, especially bright lights, persist in your perception for longer than they actually do. For example, CRT TVs work on this principle, and so do those cool hologram fans.

Ive seen cheap versions done with the raspberry pi but nothing that would meet that quality.
