Harry Potter goblins are clearly influenced by the illustrations of Arthur Rackham who is probably one of the greatest illustrators ever, and British. Rowling would clearly have supported this image because she was keen to have British influences in her movies. The love of gold goes back so far in myth that it would be impossible to link this to antisemitism. Goblin may come from coblyn a Welsh fairy that lived in mines that would knock and make sounds to indicate where ore was. Leprechauns are also associated with hoarding gold, as are dragons. Goblins are mischievous elves and so obviously they cause issues for the town.
What is true is that when you put together the concepts, you think of a Jewish person apparently. I can say that I have seen Harry Potter many times and not once did it enter my mind that it was a representation of Jews. It was a modern take on the trope, as it would make sense that creatures that hoard gold would go into banking. What you see says more about you than what is there perhaps.
