I would just try to grow one or two small plants under that for now and save up to get a nicer grow light. These just came out and look very effective for the price. I use Mars Hydro lights and see good results also.
Viparspectra P1500 is a great start or the P2000. Also any of the Mars Hydro. These are fully dimmable full spectrum lights and amazing for first time growers

Something like this should be enough to hang 2 to 3 feet above the soil level. It's a bit of an investment, but you would be able to grow quite a few plants under it if you so wish. Speaking from experience, one tends to accumulate a number of plants over time. Dionaea, Drosera, Sarracenia, Heliamphora, and Nepenthes would all do well under this light, though I wouldn't put Nepenthes directly under the center of it.
Just be sure to mimic a natural photoperiod if you're going to grow temperate plants like Dionaea and Sarracenia indoors. Also be sure to give them cool temperatures at night in the winter if you can. Below 50f if possible. That should allow them to experience enough of a dormancy for long term healthy growth and flowering.

Yes I bought them as cuttings, I snipped the tops clean and you can clearly see the transition from old growth (cuttings) to my new growth. I don't check how dry the soil gets but it's a heavy watering, enough to pour out the bottom, every 2-3 days. I'd say 750-1000 ml of fertilized water with each watering.

I thought it was these "VIPARSPECTRA" were less expensive, but it seems the "1000" series is less expensive but also less output. So essentially the TS1000 = VP 1500.

Heres an amazon link to a light that would work fine, depending on the plants you have (see my second paragraph). The easiest way to compare between lights is the PPFD map, which shows the strength of light on a grid at a certain height beneath the light. You can see one in the images I linked. The PPFD maps usually assume you have perfectly reflective walls to the grow area, so it’s better to overshoot since the actual setup will be much less efficient. Also I like to go with a light that has a dimmer and overshoot what I need, since it’s easier to set the dimmer lower than it is to get more light. Also better transferability if I want to change setups or use the light somewhere else.
Here are some recommendations for PPFD ranges based on genus. In my experience you can go pretty far over the upper limit before you get negative effects. Drosera and pinguicula are especially tolerant, nepenthes can be too under the right conditions.
