Yes. What you want are the standard Gundam Markers, like this set. They have a felt tip that fills with paint, and you can either use the marker to draw/brush the paint on, or you can press the tip into a dish to pump out some paint and use a brush to apply it.
That said, don't paint large sections of plastic with Gundam Markers. It just won't look good. The felt tip Gundam Markers are best used for detailing: coloring small indents, color-correcting adornments like thrusters or vents, etc.
I have been told that these work well, but I have never used them.
Thinned down Abbadon Black would work with a very fine tip brush. Just let the capillary action of the grove pull the paint where it needs to go, then wipe off the excess with a slightly damp paper towel. You can also touch-up as needed with your other colors.
I use this technique for both Knights and Tau, and it really does make the lines pop.

Keep in mind that the Gundam Markers work best when the base color is bright. The darker the plastic, the more layers you'll need for the color to properly show.
I used grey and black Gundam markers, and also the one that looks like mechanical pencil to draw the lines.

Are you aware of the cyborg armed LEGO minifigs? Might be a good addition to go with the droid arm backpack :)
also check out these pens they're designed for doing panel lines and detail work on /r/gunpla kits, so they write on ABS like the stuff lego uses well and do good coloring.
I used different markers. Jeptens's markers are good for a smaller figure. Try finding something similar to this.

So i just got back from Asia and got a haul of HG and one RG and MG. I'm just getting back into Gunpla after a 10~year hiatus, and want to take a step up in to beginner level painting/panel lining/etc instead of just straight builds.

I dont know the first thing about painting, and have watched some tutorials here and on youtube.
I also brought a... thickish? panel line marker instead of a fine tip one. I think its GM301/302 or something. Lets just say i made a mess trying to panel line a SD (Gundam Base limited Musha Godmaru if that matters? ver Clear colour). Is this not used for panel lining? I bought this with recommendation from the staff at Tokyo Gundam Base (using Google Translate...)
I randomly bought a Gloss spray from a shop in Akihabara? I believe that is branded Mr.Hobby? Should it be used because i paint/panel line? I've seen some say before but some also after? or should a gloss coat be done with paint instead of spray?
I browsed around the web and see a "add-on" for HG V2 with the Wings of light effect, but can't seem to find it anywhere? Is there a way I can purchase this? I live in Canada Toronto if that matters.

Here's the basic set that is associated to the classic Gundam colors. There are many more sets that you can buy if you are willing to search around for them.
From my own experience with Gundam markers, they usually dry in a few minutes, but I only use them for small detail painting. They do not need primer, but a topcoat will help protect them as they can get scratched fairly easily. The Basic and Metallic sets are both very useful, along with the three panel lining markers.

Paint itself can usually be gotten for pretty cheap. Overall, it depends on what sort of painting you want to do. Hand painting has a very low entry cost, whereas airbrushing has a much higher entry cost. I would wait until you've built a few more kits before investing in an airbrush and all the other various items you need.

Alternatively, if you don't trust yourself with a brush and/or don't want to invest in an airbrush, Bandai does make a range of paint markers that are good for touching up your kits. I wouldn't use them to paint like the entire kit, though.
