go through your email/phone/linkedin/facebook contact list. put each name in an excel. put their method of contact next to the name (email, facebook, etc) then write a few intro sentences like "Hi X, I saw the pictures of you in tropical island. They looked great. What else is new with you?" Then have a template email that you prepare that you can copy/paste after that. The template says what you are looking for position or field wise and maybe some specific companies you would love to work for, and ask them if they have any contacts, leads or opportunities they could recommend to you. Then attach your resume and tell them they are free to forward it. thank them in advance. Send this to everyone of the people on your list. also a reddit post pointed me to this book http://www.amazon.com/Guerrilla-Marketing-Job-Hunters-3-0/dp/1118019091 . I have gotten a lot of compliments on using their resume.
These support groups will give him oodles of info on how to get a new job. He'll also be added to a e-mailing list of people of over 2000 people who are or who have been in transition before and can give advice and counsel.

Honestly, job fairs are just another way for companies to take resumes and put it into their recruiting black hole. So instead of submitting it online and putting it into the HR black hole, you actually waste gas and time to go.
