I carry pepper spray, but that's only because of massive dogs around my neighborhood that people don't feel the need to fence in. It's designed for dogs so it won't blind them, and I'm sure it'll be effective enough on a human if I have no other options. You can't even carry pepper spray designed for dogs? This is what I use after being chased by 3 dogs in my first 2 days of cycling.
