It's easier to clone the hdd to ssd, then remove the hdd and only leave the ssd connected. You don't even have to change the boot order as long as the ssd is connected to the same cable afterwards.
Ultimate Boot CD has CloneZilla for software based clones. Some SSDs come with a free version of Acronis TrueImage. Software based clones can be faster because only the parts of the the drive that have data is copied, free space is not. The partitions are resized so you can even clone to a smaller drive as long as the source drive isn't that full.
You can also do a hardware based clone with a docking station. Plug both drives in but don't connect it to the PC. Press or hold the button and wait for it to finish. The only caveat is the destination drive has to be the same size or larger. It won't resize the partitions. After Windows is booted go into Drive Management and resize the partition manually.
