Hamas' rise can mostly be attributed to Arafat siding with Saddam in 1990. After that the GCC cut funding for the PLO and began aiding Hamas. KSA would continue to be Hamas largest backer until 9/11. Iraq on the otherhand was shelling out hundreds of millions to the PLO to compensate for the loss of GCC funding.

As for military backing, Izzedine al Qassam became what it is today from Hezbollah's backing. After the First Intifada, Hamas leaders were expelled from the Occupied territories and they found shelter in Lebanon and Syria. Rest was history.
