Great, I'll start there. So what's the difference between the HD Home run and a usb tuner like this?
Isn't Plex the one organizing the schedule, recording, etc, so what is the HD Home run doing? Is it just a better reciever?
(Also looking at their website it looks like the basic model comes with two recievers. I will only need one to connect to the Plex server, right? Then I get it on other devices through the Plex app?)
These usually work with homerun or plex if you want to do recording as well on the shield to an external hd
Just search around to make sure its plex/shield compatible but this is the one I saw the most on their forums. Dual just means it can watch live tv and record at the same time

you'll need a TV capture card. i had a USB one i used. it was USB on one side and a coax input on the other. this let me hook up the VCR to my computer. then i would play on the VCR and record on the computer. i did some tapes like that for my mother in law, we digitized and burned to DVD.

between antenna and the pc running my plex server and it will record dvr right in the plex library? Does plex do all the tuning and channel guide or is there other software from hauppage or plex plugins?
I use the Hauppage 1595, link below. Search around for the best price; I just grabbed a second one on eBay for cheap. The tuner itself was direct plug & play - open the built in Live Channels app and it scanned in all the OTA channels & has a live TV guide, built in DVR to your internal storage.

I've heard good things about HD Homerun also, but felt it was more than I needed.
It actually was a thing right up until the changeover to DTV in the mid 2000s (although more popular in some countries compared to others. I believe it was pretty big in Asia, in particular, but I might be misremembering). Analog television signals carried the audio separate from the video on very close-together frequencies, and analog television audio signals are functionally the same as FM radio signals, so the tuner just needs an expanded range.
Unfortunately, the changeover to DTV means the TV tuner in this and other devices is now useless. However, if this were a Raspberry Pi project, this dual ATSC tuner actually has Pi drivers and could be used to receive the whole shebang. Dunno about battery life, though!
Also, fun fact, the pretty common RTL-SDR dongles people use for SDR projects and some cyberdeck builds are actually built around a DTV receiver, although it's a DVB-T receiver, used by Europe, and like half the world, which requires much less bandwidth than ATSC. Something like the BladeRF 2.0 could probably easily do ATSC but then we're getting out of my wheelhouse of shallow knowledge.
Yeah, just get a TV Tuner, and it works.

I'm now looking at a Shield Pro to replace my NUC, and to compliment my NAS.
Also PLEX can take advantage of that fact that that's a dual tuner right? Or is it limited to one channel (between recording and live, or two of either) at a time?
So it turns out my Hauppauge Dual HD usb tuner came with a free three month PLEX Pass (for new subscriptions only) that I missed when I unpacked it and wasn't advertised on the Amazon store page.

One is a dual tuner, one is a quad tuner, and the other one is a DVB-T tuner. The USA uses ATSC, so don't get the DVB-T tuner. That will work in the UK, and most of the world; but not in the Americas.

This thing right here. I didn't look that hard at other options, but that thing has suited my needs pretty well. It saves an exact 1:1 copy of the transport stream and all, and the included software can transcode as well if you prefer to save on space at the cost of compression. I prefer to keep everything intact though (surround sound, closed captioning, different audio tracks...). The TV recordings can also be scheduled as well, and you can do them on a daily or weekly basis too (or a combination of both), so if there's a show you like to watch that plays, say, every weekday at 4PM, you can set it to record that.
Just be mindful though, it can only get two kinds of signals -- over-the-air ATSC signals (so anything you can pick up with an antenna; there's no DRM here bar a few premium AirBox channels in some markets, but those are...well, premium. Duh. Otherwise, all the major networks such as ABC, NBC, CBS, PBS, and FOX are fair game), and unencrypted ClearQAM cable. ClearQAM has become increasingly rare since the mandate to leave OTA channels unencrypted on cable systems has been gone for a long time. I was lucky enough that the apartment I lived at this past year at college still had the OTA channels in the clear, but I'm not so lucky this summer and next year, so I'll probably have to invest in a CableCard tuner. Oh well.
Alternatively, I'm a big fan of this hauppauge plugged into the back of my server.

I’m sure there’s nicer ones out there. I use Next PVR as my DVR recorder, Kodi to set and play back recordings. The only thing I pay for is the guide—I think Schedules Direct is $25/year.
If you have some extra cash, take a laptop and this up to your roof. There's software to view channels and has a signal meter for actually comparing numbers.

The "tuner" they are talking about is a tuner for broadcast TV over/from an antenna.
Most (all?) TV's have one built in so most of us just hook the antenna to the TV and that's that.
But that doesn't let you what broadcast TV on your phone/laptop/desktop/tablet now does it?

Basically you plug it in to a USB port and hook the antenna to it and boom TV on your laptop.
Other people are suggesting HDHomeRun. Which is different, sorta. It's a box that you hook to your router and an antenna that allows works like a tuner but allows you to stream to any device on your network! Neat huh? Some (most?) of the hdhomerun and competitors like Tablo devices also do other stuff like you can add a harddrive and it will act as a DVR too. I can't justify the cost of one honestly. But I don't watch TV on a 3"x5" screen (phones), or my laptop. I mean I have a 75" TV for a reason...
But, I have considered buying one for a different reason. I have a lot of TV's and currently only 2 are hooked up to the antenna. So I can either 1) run a lot of coax to the other TV's and buy an amp, 2) get an HDHomerun and stream broadcast to the other TV's or 3) do without broadcast on the other 4 TVs and spend nothing. (Currently I'm going with #3)
I've been using Hauppauge WinTV-DualHD for a few months and it has worked reasonably well. Still not the cheapest out there though, at around $70.

The latter has 'shield' in the title but conflicting reviews and comments.
I have this Hauppauge tuner with my Shield. Has been working fine so far. Have used it with both the Live Channels app and Plex on the Shield. One thing I'm not sure of is whether this exact model would work for you in Australia as I know TV formats can be different.

I recently purchased the Hauppauge WinTV-DualHD for OTA on my 16GB 2017 Shield. I am using the built-in Live Channels app to watch TV. The WinTV dongle works perfectly with Live Channels.
I did buy a powered indoor antenna as well. I placed the antenna in a window and most of the channels have zero dropouts.
I did nothing to setup the WinTV other than connect it, then open Live Channels and run a channel discovery. I did not load any sort of app or anything else to control the WinTV dongle.
I bought a WD Blue 3D NAND 500GB PC SSD and a SilverStone M.2 SATA SSD to USB Enclosure to record OTA live tv. I put it together, plugged it in, adopted the storage, then I was able to record and time shift live TV.

Tablo DROID and Tablo Tuner have been mentioned specifically for the Nvidia Shield. Would be nice if they support the Mi Box when it's finally released. Note the USB tuner is the same as this Hauppauge so it may be supported by multiple apps including Live Channels.
If your TVs have a builtin digital tuner then you can go ahead and get an OTA antenna for reliable, high quality HD video from the major networks, for live events (SuperBowl/Olympics), news, or emergency weather/disaster situations. This is also a good way to offload your TV viewing from your broadband connection.
Go to TV Fool and post a link to your report in /r/OTA for antenna suggestions. Be sure to mention if you have an an unused satellite dish or want an indoor, outdoor, or attic antenna and if you want single or multi-room viewing or DVR suggestions. In many situations you can reuse the existing coax cables in your home.
For a builtin DVR, Tablo should be releasing the Tablo OTA Tuner and Tablo DROID sometime this year. It's also compatible with the HAUPPAUGE WinTV-DualHD Dual USB 2.0 HD TV Tuner (same tuner as the Tablo Tuner).
You can watch some free live TV and curated content using the Pluto TV app. Assuming an Android TV app is available, for pay TV and sports you can look into Sling, DirecTV Now, PS Vue, or upcoming Hulu "Live" and YouTube TV.
Look into SPMC (Kodi for Android) or Kodi + Exodus add-on for on-demand content.
I would suggest this Hauppauge so you could reuse it for Tablo DROID with an Nvidia Shield if you eventually decide to ditch Windows.
Consider unamplified rabbit ears (RCA ANT111) or an unamplified Winegard FlatWave (available at Home Depot, easily returnable) if you need an antenna. ABC, PBS, and CW are on VHF-Hi in NYC. Most flat/leaf style antennas aren't designed for VHF.
