A motion activated sprinkler is fully independent of any irrigation system you have now. Set one or more of them up where needed and run water to them. Most of them are battery or solar powered. They use an IR detector to detect movement. The water is only sprayed when the sprinkler detects an animal. The response time is immediate. Water usage is also minimal.

I read this somewhere and have no idea if it works. I just have it in my pack pocket the next time I have a deer problem...
The problem someone was having was deer jumping high fences to get at gardens. The fix they found was to run some fishing line about 4 feet back from the fence. The deer couldn't see it but could feel it when they bumped into it. So it would freak them out before they could get close enough to the fence to jump. Maybe you could run some fishing line in front of the plants to spook the deer before they can approach.

More seriously, a small bed of light-colored rocks in a contrasting color can be a good visual marker. It may or may not be approved, though.
If you're willing to be nasty, you could get a motion activated sprinkler. It's not a permanent installation, so it probably doesn't need approval. It hooks up to a hose. It is designed to deter stray cats, so you can say that's your main concern and trespassers are just incidental.

OP, with all due respect...do you seriously think that separating these animals from their families is a more effective and better idea than getting an automated water sprayer? Or a cat scent repellent (smells very nice to humans)? There are also automated sound repellents (silent for humans) and deterrent lights.
You have tons of options to achieve your desired result. These cats are another family's beloved family member and property. Regardless of what other redditors have to say, I don't think it's in your right at all. To answer your question: yes, it is still genuinely a form of pet napping.
Also, please note it is simply not a very effective choice either. Not only is it cruel towards their families and towards the animals, those families will likely go to the humane society and get their pets back again. These animal deterrent links I've provided above are far, far, more likely to actually do something about your situation than your current plan.

Will the landlord allow you to put up guards on the fence to catch anything thrown over before it hits the ground? It also makes the yard more secure against cats or larger dogs getting out so it might actually add value to the property.

I feel this 1000%!! If my chickens were put away like that I would cry too, then probably put my husband in a 10x5 pen of his own. I know this is a pregnancy group, not a chicken or homesteading group, but here are some things that have helped. We fenced off our garden, so they can't go in there once we plant. Occasionally we do lock up the chickens in their yard for a day or two if we are putting down fertilizer or seeds or herbicide on our lawn. I've also found some advice for keeping chickens out of other areas, such as patios or other using a motion detector sprinkler:
