I got this chair ~4 months ago. It is pretty comfortable for the price, but it has started creaking some. The reclining is also pretty worthless if you are tall, the footrest hits the back of my knees unless I’m lying all the way down. Overall it is a good chair though.

It seems to have some of the same red flags as the other one, so I'm guessing it's probably a bad idea.
Also, when you say quality, can I ask what you mean? I'm not looking for quality in the sense of an amazing perfect chair I won't have any issues with, but in the sense of "it works, it's comfortable, and it won't break". I know my budget cuts me off from the real quality chairs, but there's no real way around that.
No comments about the quality, but this just popped oup in another thread: https://www.amazon.com/Hbada-Ergonomic-Office-Chair-Adjustable/dp/B078GTQ3VB?th=1
This one has armrests as well, but I'm not sure if a chair exists that ticks all 3 of your boxes.
This is the chair The lumbar is not adjustable, so if that is your focus I would look around a bit more. My endgame goals because I think it is stupid pretty, but I'm a sucker for most things blue.
