Does the camcorder still work? If it does then that would be the best way to play the tapes. You can capture the video with a whole slew of different products, one that would probably look good for you (since you're looking for upscaling) is a cloner alliance box pro.

Most capture cards need to be connected to a PC in order to work. Usually there is software on the PC that will stream or record the game. The PC hard drive will save the recorded video.
I think there are stand alone capture devices that can stream or record without a PC.
This is a stand alone recorder. It will work without a PC. It looks like it saves the recordings to a USB stick. I am not endorsing this product, I only posted it as a reference.

AKA I handled the entire conversion outside of Premiere, before bringing it into Premiere for editing.
