You’ll be better off using an evaporative cooler (sometimes called a swamp cooler) especially since you already have a window that doesn’t seal. They work by blowing air over running water, cooling the air as it circulates through your apartment.
This is similar to the one we use:
HESSAIRE MC18M Portable Evaporative Cooler – Color May Vary, 1300 CFM, Cools 500 Square Feet , White https://www.amazon.com/dp/B078HFGJ3T/ref=cm_sw_r_cp_api_i_S5YQ7YZVKDMWF3F6NRA1
What kind of space were you thinking of doing it in? A closet? Look for an evaporative cooler. Big ones are called swamp coolers, but they make smaller ones sized for individual rooms. This will lower air temps while raising humidity at the same time. Using one in an enclosed closet may not work well because if the humidity of the room gets too high it no longer cools the air, but a bedroom might work. It may take some tinkering, but 90s and dry is definitely not ideal. 80s is okay, but even 80s and dry is challenging to maintain the proper humidity. Invest in a few hygrometer/thermometer combos, they're cheap on amazon, although don't buy the cheapest ones.
A few more thoughts on the evaporative cooler are to not bother with the really small "cool misters" because you would have to fill your reservoir frequently, and if you get a room sized one like this one it can run continuously to keep the space a stable temp. You might be able to find one used on Craigslist or offerup or FB marketplace for half the cost of new.
Or you could buy a commercial version for half the price with 3 times the efficiency.
Get a mini swamp cooler like this: https://www.amazon.com/dp/B078HFGJ3T/ref=cm_sw_r_cp_api_glt_fabc_MX1AG5G5AKBKWHHJ8XGS Saved me when I didn’t have AC and you can use it with windows open.

I don't know where you are, but this says that July 14, the humidity is going to get down to 12% in Lisbon.
That's really arid.
At that point, you can easily use evaporative coolers, things like this:
https://www.amazon.com/Hessaire-Products-MC18M-Mobile-Evaporative/dp/B078HFGJ3T/
It uses way less electricity than an AC, though you need to keep windows open when using one.

I bought an RV hose + adapter (from the spout the stand comes with) at Ace. It's not a perfect fit but a coated the fitting in some silicone and that did the job.
If you haven't bought a fan yet I have a new one of these I would sell: https://www.amazon.com/Hessaire-Products-MC18M-Mobile-Evaporative/dp/B078HFGJ3T I purchased it from Sharpless Auctions a couple of weeks ago to cool my garage and used it once just to confirmed it worked. Its more quiet than a fan and much colder. I would give the local reddit discount and sell it for what I paid for it: $55
