Those cheap, small dehumidifiers are basically worthless for this purpose. You need a bigger one, and those are more expensive. I know you said you have a $100 budget, but if you can find a little bit more (or finance it) I have this one and it works great. I put it outside my tent next to an open intake vent, with an oscillating fan inside the tent on the other side of the vent, so the fan pulls freshly dehumidified air in. I was able to get my RH down to 40% in flower when the ambient humidity was 70%, though it could take a couple days to get it down that low and stabilize. I use a VPD chart these days so I don't really try to get it that low anymore, but this method was very successful for me. Good luck.
regarding legal stuff and such... not much comes to mind atm other than like registering the thing (like a car) and insurance
