I do have to use a grow light for my herbs. It sits literally 2 inches away from the bulbs for 12 hours on full blast.. It sits in my dark kitchen that has zero windows so I do what I can.. (I use this light for it and have all 3 arms on and positioned in different areas around my herbs)
Other than that, it gets watered every 3 days and fertilized once every two weeks or so and it's been pretty happy :)
It just seems so pale. Not sure what more I could do for it. My apartment gets awful light, so I have it under a grow light for 12 hours a day, and it's produced more variegation around the edges than it used to have, but it still just looks so pale. It's not dropping leaves or drooping, and it's been pushing out a lot bigger leaves than it used to, I'm just concerned about the color. Mainly in the areas of green, where on other Rubies that section is a deep burgundy.
It gets fertilizer about once a month during spring and summer, I only water it when it dries out. The humidity in my apartment is pretty average, not super low, but not super high either. Temperature remains consistent at 70-71 degrees Fahrenheit.
I do think it's a light issue but I don't really know what more I can do for that. My only window is a north-facing one that gets hardly any light at all, so a grow light is the only option that I have. I could probably set up another grow light in addition to the one I already have, but I don't know. It's possible I've just been comparing it to other plants on the internet too much.

I've just been told by other people to look for a "full spectrum" light, but they didn't elaborate on the specifics of what to look for in a light. This dome has an adjustable top to stabilize humidity, from Dollarama in Canada. This light is a 50w gooseneck with e27 bulbs. Works great for seedlings and does well at keeping plants alive until you can move outdoors. I do rotate the plants 180° once daily. Don’t try growing with this light but for seedlings it’s great.
I would say it depends on your region and zone. although you should never just throw your succulents outdoors lol. as the other person said, it is still necessary to acclimate your plant to outdoors (or light). if not you run the risk of having your foliage either:
1) Burning from intense sunlight
2) Freeze and die from cold temperatures.
I noticed that your plant might be an echeveria pulidonis, which is a zone 8-9 so it wouldn't be able to handle that cold of temperatures. my best option to you, if you don't have the time to move your plant around a lot during the day is to buy a grow light. if you do get a grow light, do some research about the grow light and how far away you should place it from the plant. here are some beginner grow lights that helped me throughout my journey:
