I am going to have this heater in the tent. When I get down to 65 degrees it will go on and shoot hot air under my oscillating fan which will disperse the warm air in the tent. This is a very small heater. More of a personal space warmer.
But I chose it because of it's electricity draw which is 170W or 250W depending on speed. If I use a regular space heater then there is no 3rd tent for me because I run out of electricity. And I really want that third tent.
I use this guy for a heater in my fermentation fridge (larger chamber of a side-by-side). Amazon LINK It's inexpensive and has a built in fan which helps distribute the heat. I sometimes do split batches in 2, 3gal carboys, so it works a little better than rigging up individual heating pads/tape.

I have a few of these and they are wonderful. Perfectly safe because they are ceramic.
I use one of these on low. Brings the average temp up in my 4x4x8 tent up by 2 to 3 degrees. My high temp was 68 and this brought it to 71ish.
65 should still be fine.
The heating rod you linked has a 40w rating, considering your led is about 50% efficient it will produce about 50W of heat.
If i was you I would just put the heastink back into the bucket. Could just make a another lid for the winter and switch them according to the temps.

If you really want to avoid any form of power draw though, get a hot water bottle or one of those microwavable heaters.

It has two heat settings and tip-over protection. I've been using it for about 4 years.
The "heat" in the Prius climate control comes from the engine heat, so if it isn't hot enough, it kicks on. That set up above will use way less energy because the engine will then only kick on to charge the batteries that the little space heater is pulling power from.
I use one of these with a temp controller. Works great on my 2x4.
