The same song on the same album by the same guy is available on all the major online marketplaces, cdbaby, Amazon, Google Play, iTunes, the Microsoft store.
It's even on Spotify.
The iTunes reviews may give a further clue, the track could be made using the default loops/jingles that come with GarageBand. This could explain the track sounding "more professional" than you seem to think he would be capable of.
I think it's probably a kid who made a homemade album in GarageBand and signed it up to an online distributor, hence it being everywhere but not having proper album art, artist details or anything.
