I have many different kinds of hand warmers for the same reason. My preference is for this kind

These! Some of them you "recharge" with boiling water, while others tell you to just stick them in a microwave (usually the clay ones will tell you to stick them in the microwave). I recommend buying in store since they're probably cheaper, and you won't need this many.
You can also get disposable ones, but reusable is probably the best way to go.
these are awesome because they’re reusable, you just boil them in water to deactivate. had mine for a few years now. great for an instant heat source on walks or just when chilled around the house

If you are looking for some additional heat, I like these reusable heat packs. If you go once or twice a season, those 99 cent hand warmers might be better. These come in many sizes and the one I've had for a few years and it's still working well. The downside to these is they are heavier and you have to boil them to recharge. https://www.amazon.com/dp/B004CV2YXE/ref=sspa_dk_detail_1?psc=1&pd_rd_i=B004CV2YXE&pd_rd_wg=8eCy3&pd_rd_r=138MS1TSVAGRWA63DGXX&pd_rd_w=JOUBl
Fans that small are generally VERY LOUD because they have to spin at a much higher RPM to generate air flow. So while it may keep your PSVR from fogging up, you probably won't be able to keep the sound from leaking to your ears.
As someone who has been snowbaording for years, i solved the PSVR fogging up the same way I do for my snowboard goggles. Warm it up before I use it to equalize the temperature of the goggles and my head. I usually do this by placing it within my jacket before I start my first run and anytime I take them off. With the PSVR, I do something different but the concept is the same.
I kept the PSVR box since it was already lined with foam and helps to retain some heat.

With reusable hand warmers, I activate it, place it in the box on top of the PSVR HMD part and leave it for about 10 minutes. The hand warmer warms up with HMD where it's lightly warm but never hot since the warmers themselves never get hot enough to cause any pain anyway.
Never had fogging issues even here now in the PNW where it's getting a lot colder and more humid.
If I'm not mistaken it's the same reaction as these reusable heat packs you can get.
There are some muliuse chemical ones. They’re thicker gel filled pods you boil in water to reset.
I’m not endorsing this model per se, but something like it https://www.amazon.com/HotSnapZ-Warmers-Reusable-Round-Pocket/dp/B004CV2YXE

I'd suggest some hit hands, the bigger sized ones. Overall they'll be more expensive obviously but far safer as well. Or something like hotsnapz
we might be talking about different stuff here. i'm talking about those kinda things: https://www.amazon.com/HotSnapZ-Warmers-Reusable-Round-Pocket/dp/B004CV2YXE
Could be worth ordering some reusable pocket hand-warmers.
I'm a little scared of that hand warmer to be honest! I like the reusable ones like this style though: https://www.amazon.com/Hand-Warmers-HotSnapZ-Reusable-Pocket/dp/B004CV2YXE

See, thing is, there's nothing actually cold about the UK. It's -13C here in sunny Boston. I've also spent a few winters in the UK, and your clothing sucks! So, follow the treatment and buy some real winter clothes, maybe from germany or scandinavia?
My apologies for the wall of text, I really hope this helps you and others with Raynauds.
You can purchase these small heat packs that you shake and they warm up for about 30 min. Only downside is that while they are reusable, they have to be boiled each time after use.
