These earplugs are the best I've used so far, my mother used to snore ridiculously loud in the next room and I was able to get a quiet night sleep with these in. Do not use the silicone ones, they are absolutely rubbish and won't block anything. You shouldn't have to go through this trouble, but if you are worried about using these and not waking up when your alarm goes off, you can use an alarm for deaf people too
I wouldn't report a neighbor unless they were blatantly taking the piss. Having a loud party above me would definitely count as taking the piss.

They'll last for 2-3 years assuming you clean your ears out properly.
Have you thought about ear plugs and a sleep mask to try to improve sleep quality, or do you need to "wakeable" to tend to the kids at night?
(that being said, ear plugs don't make literal silence, I can still hear my alarm, it just makes for a more peaceful sleep)
