Probably look at Amazon or best buy prebuilts, something like the spec on this one here should be good, though HP and Dell design their prebuilts to be harder to upgrade, so if you want anything better in the future you'll have to mostly start anew

You’re motherboard is limiting your options for any further upgrades, I would recommend replacing the whole system altogether. Here is something I found on Amazon near the price you were looking for and would be way better than any upgrades to your current system. Being stuck on your current CPU socket and ddr3 ram is the biggest things holding you back.

Not the best but ho has some half decent prebuilts in the 700-900 range. Periphio on Amazon does bundles with monitors and such but worse components and not as trustworthy probably. Others will suggest better most likely. Also hp website has the same computers for cheaper as they do sales a lot on their website.

PCs with it cost below $500. The processor is built on the zen + architecture used in 2000 series cpus so it’s a bit old now. It should only be used in budget builds and CUK is known to ripoff people with their PCs.
This could meet that $700 price point, though the CPU isn't great (but that can be upgraded later), it should be enough to run Rust. My only reservation for buying HP, Dell, etc. is I assume that HP uses a proprietary form factor on the motherboard, and possibly PSU, so that could limit options in future.
This i3 should be fine. If you decide you need more buying an i5 or i7 and upgrading yourself
I would recommend you have a larger budget. Prebuilts in the sub $900 range tend to be... not good.
If you absolutely must, this HP Pavillion is okay, but it's not good value for its price at all imo.
You could buy something like this then.. this is a decent entry level gaming pc and will run most eSports games easily at 1080p.. I think it only comes with one 8GB stick of ram.. so you should add another one on your own to make a total of 16GB.. try to get the same ram that is installed in the pc..

I just went through this exercise for a relative. This is not even a great PC - it has a core I3 and GTX 1650 - but it is at least $300 cheaper than you can build it yourself right now.
I bought a GTX 1660 about 18 months ago for $220. That card is selling for $600-800 new right now, which is crazy.
I am considering building a PC with a Ryzen 3400G with Vega 11 at the moment because you can get one for ~160 at the moment if you look around and then upgrade it with a real GPU when the prices come down. Obviously that is not a gaming PC but it puts me in a position to upgrade it in the future and the 3400G is fairly comparable to the Ryzen 5 3600.

This is from the US amazon but should give you an idea of what to look for. You will also need a keyboard, mouse, and monitor if you do not already have one. Something like this will run pretty much all games at low to med settings and some older games at high/ultra.
Ram is a bit low to be doing video editing but you still can do it and can add more later.
Given that COVID-19 has caused a disruption in the supply chain causing shortages throughout the economy and the war the Russians started with Ukraine has impacted the global economy as well... the price of PC components is higher than they normally would be.
An ~$800 desktop today has worse overall value compared to a ~$800 desktop back in 2018 / 2019. The good news though is that GPU prices "crashed" relatively recently so they are not as super expensive as they were two months ago. There has been a frenzy of Ethereum (crypto currency) mining for about the past 18 months or so. Ethereum mining uses GPU and there was such frenzy for GPU that they would sell for around 2x or more than MSRP.
For example, the GTX 1650 was released in 2018 or 2019 and the MSRP was $150. Last year I decided to search for a used GTX 1650 on ebay, and saw that they were selling in the $250 to $300 range. Fortunately though, the value of Ethereum has dropped enough where miners decided to bail out and GPU prices has "crashed", but most are still selling for above MSRP.
Having said all that... I see two Redditors have suggested that you build your own PC. I have not used a PC since 2013 because I switched to using laptops. I will be switching back to a desktop either later this year or early next year. My laptops are still powerful enough to play games, but I just want to switch back to a desktop. I will be building my own desktop, but building a desktop is not for everyone. Therefore, I will recommend two desktops you can that are within your budget and that I believe are good bang for the buck given the current situation with the economy...
